Blend the dates, rice crispy cereal, and cacao powder together in a food processor. Process until thoroughly mixed, with no large bits remaining.
Add the non-dairy milk 1 tablespoon at a time until the mixture clumps into a ball.
Form the mixture into 10 small balls and place them in the refrigerator for 10-15 minutes.
Melt the chocolate chips.
Dip one ball into the melted chocolate and coat equally on all sides. Place the balls in a small bowl filled with rice crispy cereal and gently toss to coat.
Transfer to a dish to dry, and repeat with the remaining truffles.
Pour any leftover melted chocolate on top and chill in the refrigerator for 10-15 minutes to set.
